Projected Release Date and Actual Release Date are different DAC fields. The projected date is an estimate based on the sentence, credit, and record then in effect. The actual date belongs to a completed movement in sentence or incarceration history. A future projection must not be reported as a completed discharge.

North Carolina does not use one universal “serve 85 percent” rule. Under Structured Sentencing, an active felony sentence has a court-imposed minimum and maximum. State law generally requires service of the minimum, subject to limited statutory mechanisms, while earned time can reduce the maximum but not below the minimum. The maximum also contains time tied to post-release supervision under the sentencing structure.

Johnston Correctional Institution Movement History

The institution began in 1938 under North Carolina's highway-era prison system, became a youth center in 1966, and became an adult medium-security prison in 1979. DAC now identifies it as minimum custody and a reentry facility with capacity for 640 adult men.

Operations were temporarily suspended in April 2020 during the pandemic staffing response, and about 600 people were transferred. The current DAC facility page establishes that the institution is operating now. That history offers a useful records lesson: disappearance from one facility location can reflect a mass transfer or operational change rather than individual release.

This history is separate from the 2023 move of the county detention center. Johnston Correctional Institution did not become the county jail, and the downtown jail move does not describe this state prison.
