Johnston County VINELink Coverage
North Carolina calls its VINE service NC SAVAN, short for Statewide Automated Victim Assistance and Notification. Official state guidance says NC SAVAN connects to every North Carolina county jail and to the Department of Adult Correction systems for prison, probation, and parole. That scope includes a record reported by the Johnston County Detention Center and state records connected with Johnston Correctional Institution. The service is free. Search and registration are available through NC SAVAN and the North Carolina area of VINELink.
Coverage does not make the systems interchangeable. A county jail entry concerns the booking reported by Johnston County. A prison or supervision entry comes from NC DAC. NC SAVAN does not cover a police precinct holding cell, juvenile or mental-health facilities, or a person who was never booked into a participating jail. A custody label is not a court disposition. It does not decide whether an allegation was proved, dismissed, or resolved in another way. - Check the agency record directly after the alert. If it is a transfer, find the next record and re-register.
NC SAVAN says registration is confidential and anonymous to the offender. If a telephone PIN is forgotten, call 1-877-627-2826 and press 0 for help. The registration step still needs care. Selecting the wrong person or agency can produce an alert that has no connection to the intended Johnston County booking.

Johnston County Alert Timing
The North Carolina SAVAN FAQ explains how unacknowledged messages may repeat. Routine calls can recur every two hours between 8 a.m. and 8 p.m. for 24 hours. Critical release, escape, and capture calls may recur every 30 minutes for 24 hours and can arrive at any hour. Email is sent once for each status change. Entering the telephone PIN confirms receipt and stops repeat calls for that event.
Those intervals describe the notification system, not how fast Johnston County jail staff enter a movement. An agency record can lag the real event. A missed call also does not reverse or delay a release. Treat the message as a prompt to call the listed custodian, especially when transportation, a court appearance, or another time-sensitive plan depends on current facts.
Separate Johnston County Release Notices
NC SAVAN custody alerts do not replace every other notice process. Johnston County court-event notice for qualifying victims is a distinct channel through the District Attorney at 919-209-5520. Parole-review notice from the North Carolina Post-Release Supervision and Parole Commission is separate again. One VINELink registration does not automatically enroll a person for court events or Commission review.
This local split matters when the same person moves from the Johnston County Detention Center to NC DAC. A county transfer alert marks the end of that jail's record, not release to the community. State guidance tells users to locate the receiving custody record and register again. Later parole or post-release review may trigger a different process, while the court file remains the source for the judgment and case disposition.

Confirm a Johnston County Release
A Johnston County jail result should be checked with jail information at 919-989-5040 or with the booking and release entry. The JCSO live list identifies people currently housed, so disappearance from it cannot show whether a person entered the community or moved to DAC, another jail, federal custody, or immigration custody. A person can be outside prison while remaining an active probationer or parolee. A transfer between prisons remains state custody.
Federal custody requires the Bureau of Prisons locator, not VINELink. Federal pretrial movement may also involve the U.S. Marshals Service and may not produce a complete BOP trail at once. Each database answers only for its own scope. If the facts still conflict, ask the relevant custodian for a record rather than choosing the result that appears most convenient.
